Permits come from the County
LA County Public Works Building and Safety issues permits here. Applications go through the County's EPIC-LA portal, and the Altadena One-Stop Permit Center is at 464 W. Woodbury Road, Suite 210.

A home rebuilt within 10 percent or 200 square feet of what was there, whichever is more, is exempt from the current zoning code, though it still has to meet today's building and fire codes. Like-for-like applications are due within two years of the January 2025 emergency, with extensions available.

A rebuild can add ADUs. Your family can live in a new ADU on the lot while the house is rebuilt, until January 7, 2030, and no replacement parking is needed if the ADU sits where a burned garage stood. The ordinance behind this runs to August 22, 2027.

If you owned and lived in a home destroyed or badly damaged in the Eaton fire, the County is not collecting permit fees on the rebuild, ADUs and garages included. Rentals and properties owned by an LLC do not qualify.
